3.08.02. Fees are fair and reasonable if they are warranted by the circumstances and in proportion to the services rendered. A dispensing optician should take the following factors into account when determining his fees:(a) the time spent in carrying out the professional service;
(b) the complexity and extent of the service;
(c) the performance of unusual services or services requiring exceptional competence or celerity; and
(d) the cost to the dispensing optician of the products or materials necessary for providing his professional services.
